It lets you plug a PCIe x16 graphics card (pretty much all graphics cards) into a PCIe x1 slot.
It is used by cryptocurrency miners, whose goal is to get as many video cards as they can mining simultaneously, and arranging them for efficient cooling. For example, a miner would use 18 of these adapters to run 18 video cards with this motherboard LINK[cdw.com]. See attached image for what this might look like.
Other users would not want their PCIe x16 video card restricted to the bandwidth limit of a PCIe x1 slot (but mining doesn't need much bandwidth).
they always call this x16 to x1 adapter but isn't it an x1 to x16 adapter?
i totally agree with this. intuitively the name seems to imply the exact opposite of what it is used for. a 120v to 12v transformer steps down 120 to 12. This device "steps up" 1x to 16x. now granted, i know its just an adapter and not a transformer, but i think the same logic should apply

It's a good time for researchers etc on a budget, between this overstocked mining gear and the influx of very high thread count consumer CPUs
