There doesn't seem to be any purchasing fees or monthly fees unlike other cards:

I'm not sure if the card has to be activated. I bought a Netcard from CVS and it was horrible. They not only charged me $3.95 to buy, but they required social security # and sent me all sorts of marketing mails from Capital One. (They sold my name and credit info to anyone who would pay them.) This card says you might need to provide name and address to make purchases because retailers may require an address for the transaction to go through.

It's a physical card (they mail it). It's usually $4 at any CVS or Rite Aid, so you might want to just pay it so you don't have to worry about it being "lost in the mail". It's only a $3 discount.

I usually buy these to use with small purchases or unknown online businesses because I hate giving my credit card info and worrying about unauthorized charges months or years after I buy something. I've never bought these from Kroger before, so if you have any bad or good experiences, please share.

Oh man so you ALMOST don't have to pay more just to buy one! Like credit card companies with 20% interest need to charge almost $4 for activation in the first place.

Wow. They increased the purchase fee to 5.95? Last time I bought a gift card it was only 3.95

Looks like it's a staggered fee $3.95 for $25, 4.95 for $50 and 5.95 for $100. Ridiculous.
