Same issue as most people are saying. When I switched everything from new to pre-owned it worked. They're definitely restricting even somewhat older games like donkey Kong tropical freeze on switch which is 2 years old.
Actually, the better and easier deal is to just add one pre-owned game to your cart and stack the two 16% off coupons which are CAG16 and Slickdeals16 together to get about 29.44% off (the two coupons have been stacking since the last sale). You don't have to buy 3 games to get the max 33% off (only if all prices are matching) and you can easily pick the single item at any store that has it in stock and skip out on shipping costs.
Edit: Looks like GameStop may have fixed the "bug" allowing you to use the coupons.

That is for used games only, which are likely just the disc. The B2G1 applies to new games except for first-party Nintendo games. I think that's a first for the company.

But when I put in three newer games (Animal Crossing, Luigi's Mansion 3, Super Mario Maker 2), it doesn't.
Looks like that "Title Restrictions Apply" applies to any worthwhile games.
