According to Cities wiki, only "Snowfall", "Natural Disasters", "Mass Transit", "Green Cities", "Industries", "Campus" are core game expansions. "Concerts" just introduces a concert ability; the main festival building, 3 auxiliary buildings, new music, and new relevant city ordinances. The Content Creator packs are exactly what they sound like, mainly themed buildings.
Going by Isthereanydeal.com, if you would have grabbed all included DLC at their lowest prices, it would have been $20.09 for the core expansions alone. Add in Concerts and the Content Creator Packs, and you're at $24.10. With the entire Humble Bundle being $18, you're actually saving a further 25% off the total of the included DLCs when they were at their lowest prices. No-brainer, imo.
It's worth the $1 for the base game alone, which is incredible just with mods and no DLC. It hasn't gone below $4.19, except for being free at one point.

I don't know which bundle is the better value, especially when there is so much DLC and each bundle is far from complete with some overlap. Fortunately I'm not into sim games, so I don't care. This was an easy pass for me since I got the BTA tier last time and even that was probably a waste of money.
