Natural Disasters alone is worth it to go for the middle tier. For the last tier, Mass transit, Green Cities, and Industries are expansion packs that are normally $13-15 each, while the other 3 are $5 skins. If you really want to dig into zoning and civic planning, the amount of content you get for the extra money is worth it.
LGR on Youtube has reviewed every major expansion for reference.

First off, kudos on the post, OP. Repped. I've had most of this stuff waitlisted for years, so I decided to break it down.

The following is all DLC, minus free DLC and minus the radio stations. I've listed their Steam retail price, plus their lowest recorded price according to IsThereAnyDeal.com

Sunset Harbor - new, not included
Content Creator: Modern Japan - not included
Content Creator: Modern City Center - not included
Campus - $13, lowest @ $5.19
Content Creator: University City - not included
Industries - $15, lowest @ $3.74
Parklife - $15, lowest @ $3.74 - not included
Green Cities - $13, lowest @ $3.24
Mass Transit - $13, lowest @ $3.24
Natural Disasters - $15, lowest @ $2.51
Snowfall - $13, lowest @ $2.17
After Dark - $15, lowest @ $2.51 - not included
Content Creator: Euro - $5, lowest @ $1.24
Content Creator: High-Tech - $5, lowest @ $0.81
Content Creator: Art Deco - $5, lowest @ $0.81
Concerts - $7, lowest @ $1.15

According to Cities wiki, only "Snowfall", "Natural Disasters", "Mass Transit", "Green Cities", "Industries", "Campus" are core game expansions. "Concerts" just introduces a concert ability; the main festival building, 3 auxiliary buildings, new music, and new relevant city ordinances. The Content Creator packs are exactly what they sound like, mainly themed buildings.

Going by Isthereanydeal.com, if you would have grabbed all included DLC at their lowest prices, it would have been $20.09 for the core expansions alone. Add in Concerts and the Content Creator Packs, and you're at $24.10. With the entire Humble Bundle being $18, you're actually saving a further 25% off the total of the included DLCs when they were at their lowest prices. No-brainer, imo.

It's worth the $1 for the base game alone, which is incredible just with mods and no DLC. It hasn't gone below $4.19, except for being free at one point.

I have Cities: Skylines from the prior HB, and I haven't played it yet, so I'm not about ready to buy a bunch of DLC for something I haven't played and probably won't play. AFAIK, it's yet another SimCity clone. Those are OK if you like those types of games.

For comparison/historical purposes, here's Humble's prior related bundle:

* December 2019 - Humble Bundle: Paradox Interactive Management
$1:
- Cities in Motion
- Cities in Motion 2
- Prison Architect
- Prison Architect - DLC: Aficionado (includes digital artbook and soundtrack)
BTA (started at $6):
- Cities: Skylines
- Cities: Skylines - DLC: Content Creator Pack: European Suburbia
- Cities: Skylines - DLC: Green Cities
- Cities: Skylines - DLC: Synthetic Dawn Radio
- Cities in Motion - DLC: German Cities
- Cities in Motion - DLC: Tokyo
- Cities in Motion - DLC: U.S. Cities
- Cities in Motion 2 - DLC: European Cities
$18:
- Cities: Skylines - DLC: Industries
- Surviving Mars (Deluxe Edition)
- Surviving Mars - DLC: Green Planet
- Surviving Mars - DLC: Project Laika
- Surviving Mars - DLC: Space Race

I don't know which bundle is the better value, especially when there is so much DLC and each bundle is far from complete with some overlap. Fortunately I'm not into sim games, so I don't care. This was an easy pass for me since I got the BTA tier last time and even that was probably a waste of money.

I just noticed that Humble Bundle isn't mentioned in the headline, and when I searched on Humble this thread didn't show up, so OP should change the headline it if he wants more people to see it.
