I don't know, but bear in mind that the Pep Boys battery rebates are slow to arrive, come in a prepaid debit card that a couple places wouldn't accept, and expired in like 4 months. YMMV, just a heads up.

Yes, definitely need to soak. I've even tried laying a soaked paper towel on parts that I couldn't fully submerge and it didn't work very well. You can reuse the same bath of rust remover quite a few times though (obviously depending on how much rust is on the parts you're removing). Always clean the parts you're soaking first with soap and water. It will allow the chemical to contact the rust better, thus speeding up the process as well as prolonging the useful life of the fluid. I've found that leaving most parts soaked for 6-8 hours is usually sufficient.
Good price on this. If you ever find the WD-40 rust remover on sale, that's great stuff also.

I've had both, this stuff actually gets rid of the rust, seems like a lot more can go wrong with the por-15. Maybe use this first then that? That's overkill for most projects. I ended up getting my tank lined professionally to get it over with forever.
There's also the technique of using a battery charger with some chemical, that works well too.
I was very happy with how easy this stuff is to use though.
