As someone who played both the original and this one, it's definitely not just a normal remaster - I keep noticing small things they added to make it easier to play and there's definitely a lot more content. To not spoil anything I'm gonna stop there.
No stock until July 17th on my end, plus I feel like this game is going to hit $30 soon. Every remaster/remake/enhanced edition, etc. drops in price pretty quickly even the stubborn ones like Persona.

So I've heard Royal described as almost entirely a different game than the standard edition. As someone who is only a few hours into the first version, does anyone have an opinion on whether one should finish the standard before playing Royal or just abandoning the standard and starting over on this version?

I haven't played Royal, but from what I've heard I would abandon the base game if you aren't too far into it. I think they made improvements all throughout the game with a big focus on a bunch of extra stuff at the end. I beat the base game and I kinda wish I had waited since I don't think I can play another 100 hours in Persona 5 anytime soon.

Is all the new content on the actual disc or is it a download code? P5 is easily one of the best games I've played in a long time!

It's better to start over on Royal. The core story is mostly the same, but they added some QoL changes, extra characters, and additional events that happen at the middle and end of the year, and the ending is changed.

The base game is good, but it's so long and there's so much dialogue that I really wouldn't recommend spending 3 to 4 times as much on it. The game is already 90ish hours long.

If it's your jam, go ahead. But I'd say buy persona 5 and persona 4 golden on steam for the price of royal, instead.

I guess technically it's on the disk if you buy a physical copy, but I don't know that your question really makes sense as I think you might be misunderstanding what P5: Royal is (unless I completely misunderstood what you were asking). This isn't just extra content, like a DLC, that adds onto the base game. It's an entirely new version of the game. It adds new characters and plot elements, that are seamlessly woven in and fundamentally change prexisting parts of the game. There's no way to play the new content without completely rebuying the game.
