Wool's probably a better choice of fabric in most cases. As far as fabric quality goes, it seems like Express only sells wool blends whereas Banana is 99% wool/1% elastane from an Italian fabric mill. Both seem to use mostly polyester linings though.
Cotton's typically a less formal fabric and would likely be more suited to events in the summer (unless it's fully lined with polyester, then it doesn't really matter). It also is more absorbent, usually doesn't drape as nice, and is more prone to wrinkling, hence less formal.
Wool can come in different 'weights' such as summer or winter, though most off the rack wool suits aren't going to specify either way. Your standard suit fabric for most occasions; wool generally reacts better to bacteria/odor/sweat, is less prone to wrinkling, and drapes better, hence more formal.

Banana Republic is way better when it comes to quality of fabric and the fit and finish. I have both Banana Republic and Express suit jackets, and the Banana Republic rivals my $350 Jack Spade blazer.
So better overall? My first suit is wool and I don't know much about suits. Is getting wool worth it compared to cotton? If banana is better quality and better fit, I'd try to order from them instead. I tend to go for extra slim or skinny fit

careful with Banana Republic, Express etc if you lift. They fit me well in the chest and waist but the shoulder holes were way to tight. I'm not crazy muscular either just moderate athletic build I ended up going with a Jos A Bank reserve collection deal posted last year and getting it tailored

Absolutely, it can feel like circulation is being cut off for a lot of these suits in this case.
