The thing with Ebags is that you can't never unsubscribe from their mailing list. I mean, technically you could. But they keep putting "$5 coupon" into your account or something similar, so they can keep mailing you "warning" about the money left in your account, plus some advertisement at the end of the mail.
I've flown spirit probably 5 times or so and use a backpack listed as 20" x 13.25" x 10.5". I've never been stopped or questioned. Same with other airline. Worse case, if they say it's too big, backpacks are typically pliable enough to bend to fit the max dimensions when they check hah. Obviously ymmv but unless your personal item is obviously WAY too large I doubt they'll measure.

Spirit is literally THE worst (they hate their customers as much as United). So it might not fly.

But I'd say on almost any other airline you'd have no issues with bringing an underseat bag that size. Frontier has never measured my underseat bag.

Yeah. (again, in my experience) they don't check the personal items that closely.

This also looks like the sides are soft enough to squish into 18" long anyway. Just don't overstuff the bag. :-)

But if you're very paranoid just pack a trash bag inside it when you travel. If they really push you and want to charge it as a carryon bag ($35+), empty your items into the trash bag, throw this bag away at the gate.

If all this makes you anxious, Sam's and Costco usually carry rolling bags that are the perfect "underseat" size (18x14x8 or less) for $30-35.

Yes I take a huge bag on frontier every time. As long as it fits on your back or tote on your arm. I have never had a problem

Not to mention I would gladly make a scene and just wear 10 pairs of clothes onto any shitty airline that wants to nickel and dime me.
