I don't play games but I edit photos and video. Would this be overkill?

For photos maybe, but video no especially if you want to push into 4K video editing. It's really not a bad pc and the prices add up.
I'm looking more for a 2070 super/3700x build for photo/video/gaming myself. Looking through Best Buy's inventory the prices really aren't bad for the parts especially right now with a shortage and inflation if you wanted to build one.

Yeah to be honest it's not bad. Pretty decent from a non-builder's standpoint. I'd replace the stock cooler with a Wraith Prism to complete the RGB setup
OEM W10 Keys for $10-15 on eBay, as well as many legit key sites. Alternatively, you can get a Windows 7 Pro key for $5 and get the free upgrade to W10 Pro.
