During the previous Small Business Amex offers, the map had more stores listed on it than this current offer, but some businesses that weren't on it still qualified for the offer.
The offer is good for over 2 months. Test a business if you want to see if it works.
This offer doesn't end for awhile so plenty of time to test the theory yourself.
