With aquariums bigger is usually better. I recommend buying the largest aquarium you have space for as the larger it is the easier it is to maintain. In a smaller aquarium any fluctuations in parameters can affect the aquarium very quickly. The more water you have the more room for slight errors.
I'm pretty sure this is only for freshwater. Saltwater setups are usually much more expensive.

Is this set okay for a salt water setup or this is more gear toward fresh water?

This is good to know. In my opinion, this current deal is a good deal only on 5 gallon aquariums. First, 5 gallon aquariums are not included in Petco's dollar-per-gallon sale so $21 for the complete kit is a good deal. Second, the the accessories included in these kits are so poor that they do not justify the increased cost over the dollar-per-gallon tank and buying accessories separately (paying probably just a little bit more) for a better quality setup.

I bought a 3 gallon topfin on sale and the filter was complete junk. I ended up getting a $8 tetra whisper filter and it was a huge upgrade. Not to mention all the money I will be saving on filter cartridges. PetSmart makes their money back on those filter cartridges. They can only be bought from them since Topfin is their house brand

If you're a newbie, don't get anything smaller than 20 gallon or it will be more difficult to keep most fish alive.
