Title is a bit misleading. It is developed and published by WalkinApps. Only relevance to Microsoft, is the store front. Also notice + Offers in-app purchases.

FWIW plenty of free opensource projects can edit PDFs now days. Such as GIMP, Inkscape, Scribus, LibreOffice etc.

Recommendations for an inexpensive PDF editor? Something for filling out forms, adding signatures, saving to other formats (jpg, png, etc)

Yes, as far as filling forms and adding signatures (once you click on "adding signature" icon, the "ink pen" icon will also appear if your PDF's empty lines and boxes are indeed fillable, and especially cool when filling out boxes for each letter of addresses by hitting tab to go to next box, while some sucky programs lack such feature — please refer to YouTube if you don't know what I'm talking about), the free version of Adobe Reader can do both — just make sure the version is not too old.
