FWIW plenty of free opensource projects can edit PDFs now days. Such as GIMP, Inkscape, Scribus, LibreOffice etc.

Yes, as far as filling forms and adding signatures (once you click on "adding signature" icon, the "ink pen" icon will also appear if your PDF's empty lines and boxes are indeed fillable, and especially cool when filling out boxes for each letter of addresses by hitting tab to go to next box, while some sucky programs lack such feature — please refer to YouTube if you don't know what I'm talking about), the free version of Adobe Reader can do both — just make sure the version is not too old.
