Many of these parts come from China, but not all. Power supplies are big and heavy, and with (international) shipments being more expensive and limited, sellers chose not to import power supplies.
I almost posted the EVGA 650 watt two days ago but the reviews at Johnny Guru were unsettling, so I skipped it.
No slight against the OP - these may not be inexpensive because they're on sale. They may be inexpensive because they're lesser quality.
UPDATE: I went looking for reviews, and there don't seem to be any deep dives on this PSU. AnandTech wrote an announcement piece; JohnnyGuru didnt review this particular model, however a short tear down was posted in their forums for this PSU but in the 600w variety. http://www.jonnyguru.com/forums/s...-confusion
Since EVGA re-brands other PSUs, it might be worth looking at the lnk above for best guesses on the actual manf.

I have this PSU in my tower right now, and it works great! highly recommend getting this one as it hasn't caused a single issue at all for me and powers my r5 1600 and rx 5600xt perfectly. It is non-modular, but I was able to keep all the extra cables hidden in my PSU shroud no problem. I installed mine in October 2019, so not quite a year, but no issues, so I'll take it. My girlfriend has the GD 600, installed around the same time, and hers is holding up great with her i7 4790k and gtx 970.
