Ive own Ripjaw 3200 CL14 since it came out at the end of 2015, it does infact hit 3800 CL16 @1.5v with some tweaks to sub-timings. Though the Patriot 4400 when on sale is better because you can go down to 3800 CL14 without much fuss. Either is a good deal for those Ryzen owners who want to "maximize" the CPU.
Here is a article that explains Ryzen Scaling better. Though unless your running benchmarks. The difference between 3200 CL14 and 3800 CL14 is non-existent in "most" game ONCE you become GPU BOUND.

B-Die with 3200C14 is definitely great for overclocking in past few years. However recent years G.Skill start to "extremely tweak" their dies to prevent "silicon lottery". This means no space for reaching higher freq or lower latency. I am not pretty sure will these sticks perform as well as before. It's fine to have a try.

I bought two sets of the FLare X back in the 1st Gen Ryzen days. It was pricey then but its great ram thats for sure.

Just ordered it the other day. Hoping to either get 3600 and cl 14, or 3733, and cl 15. If not B-Die anymore, I'll pay the restocking fee, and I guess buy the Ripjaws V Series at full price? But one or two commenters on SD said it was.

I have a coolmaster 4 copper heatpipe hyper 212 cooler. Will that be enough though?

Not everyone only plays games. The benefits of a higher infinity fabric clock extends not only to inter-core communications but also communications to pci-e (storage, gpu)...

edit: I should also mention that although this thread has included a lot of Ryzen talk, the memory overclocking concerns for Intel are different, not including the benefits/limitations of the infinity fabric.
