Some laptop processors qualify as well. R7 and R9 4000 series IIRC.
I also checked the nVidia promo page and Dell is not listed as a participating partner:

BUT, there is another AMD Ryzen cpu promo from AMD Rewards which may *may* possibly work. The other guy "b.arms" mentioned it briefly in the above post.
