I didn't see any reviews on Newegg. Can anyone advise if this would be capable of running as a plex server with smooth 4K output? Or a link to a simple message board that describes minimum requirements when building such a plex server.

Huh? It's a motherboard. You still need a processor in it and ram, etc. But pretty sure any processor compatible with it will easily handle plex

Ah ok. Yea I believe some chips have onboard Vega which would be able to handle 4K easily if you didn't want to run a dedicated graphics
