You need a better filter. I use flakes all the time in my 10 gallon tank, and change filter and 20% water every 45 days.

Flakes are neat and all, but pellets are generally a less messy food as they seem to be all eaten much more frequently.

If pellets are what you want I'd avoid the tetra brand and jump to a higher quality pellet if dirty tank is concerning you.
Usually the lower quality pellets have a lot more filler, which still manages to cause more fouled water as there is more waste, due to the fact that not as much of the pellets is utilized by the fish for energy etc. Some pellets have probiotics that help with digestion as well as breakdown of the waste, which in turn help with water quality. Hikari BioGold+ for example has probiotics.
Also half the fun of owning fish, for some species is the pretty colors. Low quality foods will generally not help fish develop their peek colors.
