These are the bits you loan out... Actually, the brad point drill bits are not terrible and with the hex shank, useful. They work just fine in wood.

Of course, you would only do the rebate if you had other items worth your time and postage.

It would be really stupid to mail it in with just a single small purchase, but they've been doing the 11% thing for months and all receipts can be mailed in together (within a specific time frame).

I was looking at the spade bits a couple days ago. They left me with the impression that they are more poorly made than Harbor Freight junk.

This is part of their 11% storewide rebate that thaty're running during this whole COVID period. So as you say, it's no point mailing in for 12 cent return, but if you're already sending in the rebate coupon for any other purchases you already made, it makes sense.
