They're really not very comparable. Both can improve your public speaking, but reading this book is definitely not a substitute for something like Toastmasters.

Consider it this way: you could read and memorize the manual that comes with your car, the local traffic laws, and a driver's education manual. Even if you did all that, however, the first time you sit down in a real car and try to drive it, you're going to drive like absolute crap. It's the difference between knowing something and being able to apply that knowledge. Reading the book will teach you things, and that's good, but it's not the same as practice and the feedback you get from real work application.

Get the book; it's free, after all. Read it. Then, join Toastmasters and learn to use it. The book will get you a start, but 90% of your public speaking improvement will come from Toastmasters.
