This is a great starter set to know how to play the game. Comes with 3 complete deck and a solid play mat. No special cards so you will want elite box and some packs.

Another option and this was the best way to start until this box came out this last month. Buy a base start bundle for ~$15 and an elite box. There are several Youtubers that talk about this. It's a great option to have a full deck in a type you like.

If you want to play with actual rules, best way to get started is to buy prebuilt decks like Battle Academy, Theme decks, and Battle decks. They already have the cards needed and ready to play in a balanced and fun way.
Building own deck on the other hand takes a lot of time, research, and buying lots of booster packs/singles to get the cards you need that will cost a lot of $$$. Similarly if you want to collect, etc. My neighbor tried to build own deck and he still loses to prebuilt decks. It takes lots of time and effort to build a good and well balanced deck.
Additional bonus on the elite trainer box is the better accessories, deck box, etc. in addition to a bunch of booster packs and potential promo card in some like Champion's path.
another option is buying 'bulk' from offerup etc.
a good way to practice is to start with 40 cards instead of the normal 60.
start with something liek 5trainers/15energy/and 20pokemon, or 10trainers/20energry/30pokemon.
keep the trainers simple like potions, draw 2or3 cards/pokeballs
the pokemon offerings from BB listed here are not that great of a deal....
