If you get tired of seeing the "Time and Weather is running" notification:
Go to Settings -> Apps & notifications -> See all apps -> 3 dots menu -> Show system -> Time and Weather -> Notifications -> uncheck "Time and Weather" only
The time/weather widget still functions properly but the stupid notification goes away.

Edit: I followed the app to activate, did not see a step during the activation process to port in a number. I chatted with the agent, he says my account qualifies for the swap. His text: "Alright, it seems like you're one of the very few lucky persons who did not need to port in to qualify for the Swap Program."
