For just a cheap tripod, a fair price but not a SlickDeal. For a cheap tripod AND a phone mount, I think it's pretty slick. I see tripods like this as fairly disposable, to lend or use in rougher circumstances. If someone or something might slam into, bend or otherwise damage the tripod, I'd use this. Ordered and paid $12.78 with tax.

Any recommendations for a selfie stick with tripod legs that's at least 40"?

Try finding a similar 42" tripod on Amazon for $10.
I had to scroll 4 pages before seeing anything below $17, so this is definitely a slick price for minimal effort.
There's a 60" Amazon Basics for $25 that looked appealing (I'm going to be using this with a laser level), but not worth the extra $15.

There are Amazon reviewers complained about cheap quality. I am not using it for a SLR. I think it should be safe for a phone.

Also, for me, the extra height is important as you can get to eye level instead of angling up.
