It's the latest ipad mini model which uses a A12. Apple has not updated the ipad mini to a A14.
If you are ok to wait the regular ipad is usually around 250$ during thanksgiving. If they are ok with the size i would say regular would be fine for the kids
If you're not in a rush to get a tablet, keep waiting near black friday. Past years have discounted latest gen ipads to $229-$249 for 32gb and 128gb for $299/$329.
If your primary reason for the ipad is for media consumption. The ipad 10.2 is probably better, bigger screen which will make it more enjoyable to watch videos on.

We'll wait for the 6th gen at least. Haven't used the ipad mini as much since got iphone XR. Only really use the ipad mini for longer reading/studying sessions and instagram. 10" ipad seems to make more sense for those who don't really need the mini size.

One full cycle is complete discharge and charge to 100%, however from what I'm reading it's not so simple. If the ipad is constantly plugged in while being used or the battery is constantly drained to 0% or the the batter is constantly over heating, those can all impact the life of the battery.
I have an older ipad that I have to jump start by heating it with a hair dryer. Only then will it start to charge and turn on. I definitely need to get the battery replaced on that one.
What features do you expect in a mini if it's a pro? Kinda curious...
