not the best deal, given it's just a GTX1650, but it's ok for a deal right now
if you can wait, black friday is about to come and they need to get rid of all their old CPU/GPU for the new line

Just brought this for my niece. I've been looking in this price range and this is the best I've found lately. According to Pcpartpicker even if you used the cheapest parts you still could only match this price. And I would use some of those if I was going to build it myself.

Just ordered this - important to mention that you can opt for 256GB SSD + 1TB HDD instead of 512GB SSD for same price. Because of this, I think this beats the deal at the following link (which for some strange reason is getting more likes):

10400F is simply 10400 without integrated graphics. you can swap it out for a 10600k in the future, but I highly doubt the motherboard will support overclocking.
