No point of spending that much in these kind of small PCs if you are looking for even a Pre-Built Rig. If you are planning to spend to spend over $900, there are plenty of dedicated gaming Desktops available with bigger chassis, powerful PSU and better cooling solutions.
These Small Desktops are never built for gaming but day-to-day use Home Desktop of Small Office Desktop and people thinking just converting them to Gaming machine by changing PSU and GPU is simply a wrong concept.
CPU Wise, yes, probably adding another 8GB stick. However, most of the Video Editing Software like Adobe Premiere Pro or Da Vinci Resolve need a moderately powerful Graphics card for performance, like a GTX 1650. Not sure that the 260W PSU will be enough to handle that but if it can then after adding that, you will be good for Video Editing.
