I logged into Amex to pay bills this AM and this offer was available for me to add to my card.

No such offer for me.
Sure .. this is what I did .. removed my apple Goldman Sachs card from profile before doing this

1. Go to App Store and click on your profile icon on the top
2. Click add funds to apple id and edit the value to $1.
3. Next it will automatically use the apply pay to pay for the transaction

The most important thing is , you need to go to device settings and click on the Apple ID on top. Once you are in, select payment and shipping . You have to add your Amex card there using add payment method link . Also ensure once done its showing (Apple Pay) next to your added Amex card. This is to ensure App Store transaction uses your Amex card and not any other cards.
The simple answer is no. You need to have an Apple device with Touch ID or Face ID.

Thanks for the heads up, OP. Unfortunately this one wasn't offered to me, but I did end up having an Amazon offer in my account! Keep your eyes open for it...

Does anybody know if I can turn my miles into cash? Ever since their merchandise store closed due to covid I'm reconsidering if this card is even worth the $99 annual fee.

Oddly, I got the offer and I use apply pay all the time. But relatives that hardly use apple pay did not get the offer Confused

It's the normal randomness of Amex statement credit deals...
