4 Target stores within an 8 miles radius.
It turned out to be correct!
I got the last two phones at my nearest Target, and still 3 other Target stores have them.
I used a Citi credit card to get two years additional warranty, although I'll probably return one of them, and use the other one to create & flash custom ROMs.
But it's a good budget phone, and a good backup phone!

Target has a 14-day return window for phones, so I'm not surprised that they didn't accept your return.
Addendum: I'm not sure why Motorola wouldn't repair it, but if you purchased it using a card that offers Purchase Protection, then you can file a claim with your card issuer even if you accidentally damaged the phone.

Right, Several resellers would have understood by now how difficult it is to flip these phones after they bought from Walmart..

The model number is XT1952-4.
In my experience, Motorola's bootloader is always unlocked, unless you get it from a carrier (except Google Fi). I've an unlocked Moto G Stylus (Google Fi $149 offer, but with an unlocked bootloader), Moto Z3 Play (purchased directly from Motorola), Moto Z2 Play (purchased directly from Motorola), Moto G6 (purchased from Google Fi), Moto X4 (purchased from BH Photo & Video, but is on the Google Fi SW channel).
Only my Moto Z4 has a locked bootloader because I got it from Verizon ($120 Best Buy deal).
