Yeah, it should substantially more capable, if playing at 1440p. I'd be worried about the i5 when playing at 1080p. In terms of raw performance, if my memory serves me right, the 1660S should be around 30-50% better than the 1650.
Either way, I don't think this Alienware is very good. Building one would cost maybe $100-150 more and you'd actually have a good case, a power supply you could trust, an SSD, and enough RAM to actually play games.

Dude, i have r9 380 with an i5 haswell and runs everything at 1080p with solid 60fps (with some tweaking) this is what? Double the performance? If you are gaming 1080p, this handles everything.

Likely yes, with the RTX3080 coming out. 1660 is mid tier now of a video card, and this has a HDD. I highly recommend getting SSD as HDD is significantly slower.

How does this compare to a 2020 xps 9500 with the 10th gen core i7 and 1650 graphics card? Roughly the same capabilities gaming and performance wise?
