Speakers are most often sold separately. It's better that way in my opinion. What if you damaged or broke one? Would you want to have to buy a 2-pack to replace 1 speaker?
Hmmm, have you heard any of these speakers?
First manufacturer specs are to be taken with a big ole grain of salt in general most of them exaggerate and your room is going to have a HUGE effect especially on the bass (20hrz on up to 200-700hrz depending on the room).
2nd, the -6 db down point is a very common spec this is especially usefully for the bass spec as it does more accurately represent what would be still be useful when listening vs -3 db down which is less useful as bass spec.
3rd the JBl studio 530-590 line is very accurate. In fact some of the best measuring speakers anywhere remotely near the price are the studio 530 speakers.
I own and have measured both the Studio 530 and 580, they measure fantastically. I can say that the 530 which has 1 single 5.25" woofer very usefully hits around 45-50hrz in room on the low end, it is quite impressive. I have no doubt that spec is fairly accurate on these towers.
I do design and build speakers as hobby along with owning and using several commercial designs.
Generally floor standing speakers are sold individually.

These are great speakers. I've had them for quite a few years now, I think I bought them back in mid 2013 and they still work great. We even used them as part of the speaker set up for our wedding reception. They kick ass and have some pretty decent bass to them as well, although much better to add a sub if that's important to you. Seems like a great deal at this price. I know I paid a heck of a lot more for them and they were worth what I paid at the time.

Looking for something to power a room ~20' by 25', will a pair of these in the front be good or should I just go for something like a Kiplisch set?
Home audio is tough to track and these never dropped below $400 new on Amazon but are also a 7 year old model.
