Because seriously: what is ATT going to do with all these old or useless devices?
Well, they have you on the hook for at least 30 months in a contract for either just yourself or in a family plan.
I am sure they will make their money back with that alone.

So technically, I could pay this off for $199 after a month and have an unlocked phone and not be tied to ATT?

If you pay it off after a month, you only get the bill credit for 1 month as opposed to 30 months. Basically, you saved nada on the phone but presumably the bill credit would continue towards your overpriced ATT plan which you had to get as a condition of the bill credit. Basically, as an analogy it is like Louis Vitton saying it will give you 25% off an overpriced item to begin with.
