Yeah, they target mid- to high-end retailers because their goal is to build a customer base of high value purchasers. You might just not in be their targeted demographic.

As most former users of Shoprunner are aware, this used to be a great and valuable benefit. Today, in my opinion, not even worth the click. Went to a retailer with the SR logo and only at the last stages of checkout did it say I did not qualify for free shipping b/c there was a previously non disclosed $50 minimum (and believe me I looked high and low after signing into SR).
