They certainly do offer PayPal at checkout
Ok I will check my computer for the web version because it doesn't offer pp in the app.

I see that community wiki mentions to use Paypal, but I cannot place an order with paypal payment, there is an option in target website to pay with paypal but that never works, and once I use target app there is no option for paying with paypal. Is this just a bug on my account or target actually rejects paypal?

13 pages of discussion on how to use multiple gift cards, now target limits to one. What a bummer.

I know it looks egregious with that comment. Again my friend, look at the "assumption" that TARGET CARD IS SAME AS CASH. Yes, it would be 100% off then. That's the assumption which is made in that comment.
Okay one more way to explain. Let's even say pay $100 for a 100 dollar bill and you get a 20 dollar bill for free. Since you consider all gift cards cash, that's still 16.67% not 20%.

The terms on the site also say "Total Card purchase cannot exceed $500."

Yeah go tell them pay you $20 for each 20$giftcard... If that works I'm with you
While I do not recommend doing this, you can break the cards in $5 increments then ask them. So yes it seems you are now with me.

Yes, the app will not show PayPal. You can also pull the desktop target site on your phone.

Since it's gift cards it's a bit more difficult to understand because some people consider it as cash. If you consider it as cash it's not a "discount" it's doubling your 100 dollars cash to 200 dollars it's 100% increase in value. If you only consider cash as cash, gift cards as products, you paid 100 dollars for 200 dollars of gift cards (products), so that's 50% off discount. 100% off discount would be you click the link they send you 100 dollars gift card for free.

A 100% discount can be had if I pay $100 and they give me $200 in cash right?

Well the point was it is like cash. Whether you choose to spend extra time or not is up to you but it can be considered like cash to some extent. Easier just to sell it to someone who needs it right?
