Personally I'd consider "discount" only applicable to goods and services. Put in 100 get 200 cash that's 100% return on investment or increase in value, not a discount. If you buy an iPhone $1000, and you get $1000 cash back in gift cards, that's 50% off $2000 worth of product. I consider gift cards closer to goods/services than cash.

Update: finally received all 6 of my Apple gift cards. Ordered in the span of 3am to 3:10am EST. Received my first Apple gift card at 3:52am but the rest of them came scattered every hour or so until around 10:45am. I received all my Target gift cards straight to my circle app shortly after the Apple cards were delivered.

I paid 6 separate transactions, all on the same credit card, under the same Target account. None of my orders were canceled.

Yes, to many people, they are cash.

However, when it is gift card, the only way to make it valuable is to exchange for "products", they cannot be exchanged for "cash". So, GC is as good as a product, not so much as cash.
