This is default shipping method that shows up for me. Its the same rate I paid a few weeks ago on a much smaller and lighter tool as well.

You could possibly write more words so we are sure of what you mean, but if you mean that the Ryobi isn't variable speed, that is incorrect. Any drill press with the 2"+ box on the top, is to accommodate the multiple different diameter pulleys to change speed (plus I verified on Ryboi's site).
