This or is there a better amd cpu/itx board I can use for a file/plex 4k hdr streaming media server? Itx because I'd be reusing an old case.

I believe this would be better as AMD does not have a integrated GPU. Intel has quicksync and can do multiple transcoding without breaking a sweat.

EDIT: I was corrected, AMD does have the G series chips with integrated GPU. Unsure of how well these are at transcoding.

Good point, forgot about those. I honestly don't know how those compare to intel in regards to plex transcodes.

This is a nice and cheap board. No displayport though. I need displayport to chain connect two 4k monitors.

You can always use display port to hdmi converter which costs around $6 on amazon
