Out of the box? Not really. You'd have to install some sort of NAS software to pool your drives... and/or I'm guessing this has a relatively limited number of free SATA ports and 3.5" HDD bays (assuming you'd want 3.5" drives). So for a 2-bay NAS? Yep, with some work, perhaps.

Not sure what a GTX 1650 demands, but it looks like this only comes with a 200W PSU.

You may or may not even be able to change this PSU without hacks. I know a lot of Dell low and mid-tier models use proprietary connections on some of their stuff. Even the XPS towers seem to be going that direction from what I've read (take it with a grain of salt).
