First the negatives:

4GB soldered memory, no extra slot.
No HDMI (but DP included, can use adapter)

Now the positives:

Those are RS232 ports because this is designed as an IoT (internet of things) device. There are plenty of current USB 3.1 Gen 2 ports. It doesn't have Thunderbolt (what would at $180?) and HDMI. What else do you want? If it bothers you, unscrew the sockets and put some black tape over the holes.
The Pi is a quad core ARM chip. The 3050e is a standard X64 processor.

The 3050e boosts to 2.8Ghz from a 1.4Ghz base. The Pi is 1.5Ghz fixed.

I suspect that the Pi could be quicker on some applications, but also suspect those would be rare events. Video, I/O and overall capability will be far stronger on the Lenovo. You also get M2 vs the Pi's microSD card (or USB) storage. That's a huge difference in storage speed.

BUT...the Pi is half the price.

If you can accomplish what you want to with the Pi, it may be the better buy.
PLC devices, typically industrial or business oriented equipment. Read [wikipedia.org] for yourself.

Thats an age old question for countless features.

My personal peeve is lack of USB-C power delivery on laptops. Many laptops have the USB-C port,but don't incorporate PD on it. That feature would only add a couple dollars. Its far more convenient to use a small PD adapter than the typical huge standard power supply brick that comes with a PC. Plus you can use PD power banks to charge your computer when an outlet isn't available.

Anyway, we know the answer...even an extra dollar profit matters to manufacturers. Sometimes it seems absolutely ridiculous where they find that dollar though.

There's no way 3050e is competitive to an i3 10th gen. It's probably comparable to like an intel pentium silver with better graphics.
