So I think this is actually the newer/better version that is fully compatible with PD
Can confirm this is not true now. After much research found the following:

"PowerIQ 3.0 is Anker's version of Quick Charge 4+. Both combine USB PD and Quick Charge 3.0 (or PowerIQ 2.0 in Anker's case) on the same USB-C port. PowerIQ 2.0 (the tech on the USB-A ports of these chargers) is Anker's version of Quick Charge 3.0. Anker's tech is mimicking Qualcomm's tech. So for the most part it is cross-compatible with Quick Charge and other similar fast charging standards."

TL;DR: PD is part of the plug.

The most important thing to note is that this plug does 9v 2.22a. This is important if you are using a magsafe charger as it would not charge at the full 15W otherwise. I just found this out reading reviews this am. This plug is fully capable of this. But if you say for a 96W apple charger with PD, even that won't give you the full 15W speed through magsafe. How crazy is that?!

I was planning on ordering these for use with iPhones 11 and SE. Is IQ3 okay for this or would you recommend getting a charger that supports PD? I tried to google and so far I've gathered that IQ3 is propriety to Anker.

Wait this is news to me. How different is IQ from PD? I just assumed that all USB-C are PD.
Also does this support the full charging speed of the MagSafe charger? Because apparently not all USB-C chargers do ):​

this one does supp 9v 2.22a.

I think they just had different sku for bestbuy, thats all.

I have the bestbuy version, used the $10 coupon from bestbuy

Its Apple, so thats not crazy at all. If they can sell you an "updated" charger for any reason, they will do so.
