GOG is selling Cyberpunk for $34.86 if you live in Mexico or the DR, but if you use a VPN to reflect one of those locations, it will work, I did not buy the game, but I clearly saw the different price: US price is $59.99 Mexico/DR price is $34.86, and it is USD, not pesos, I checked that as well.
The first image is what I get when connected thru the VPN, the second is what I get not connected thru the VPN

And no, GOG won't stop it entirely b/c discontinuing it would mean hundreds of millions of dollars of lost income.
I take it you're not very knowledgable about basic finance or economics.
Generally, I don't have a problem getting the lowest price. I don't think using a VPN is so egregious as some here are making it. VPN is a legitimate tool I've used and others do. Also, many across the internet and world know it's a great tool to get content you're locked out of - whether you live in 'rich' America or 'poor' Mexico.
Lastly, I'm here to save money. If they want to offer Mexico $25 off the normal price, that's a good savings. Heck, that'd pay a lot of time for the VPN!
Also, as a word on using your 'server' location to determine where you live, that's not even fair or accurate itself. I used to use a prepaid cell service (One of the tracfone families) that went exclusively through the mid-west. I live in the southwest, so it was 1500+ miles off from my real location. So I would constantly not have any content catered to my actual location and it was honestly frustrating.
