My personal opinion? A bargain at full price. Yup, I have one. More features and better sound than
Khadas Tone board [amazon.com] - ($99.99), except this is complete with chassis and remote, so arguably less expensive (if you want those things... I do)

No it is not a waste of money. I hear a considerable difference in sound quality between my headphones plugged into my cellphone vs a dedicated dac and amp desktop combo. But if you can't notice that difference (or don't care for better sound), then yeah don't buy it and save your money.

While I disagree completely with your unfounded premise, even if we stipulate that for the sake of argument, I have to ask you the following questions;
Does your reference $200 smartphone include SPDIF In?
Does it include USB in?
Does it come with a remote control so that it may be used as a preamplifier?
Are you willing to leave it sitting on your desk, permanently connected to your amplifier?
How suitable is it for use in a whole house network music streaming solution?
How can it make my Raspberry Pi sound better?
