Horrible smell from downstairs apartment, like formaldehyde, what could it be and mean?

Sorry for the weird question, but several times over the past few months there's been this awful smell coming from the downstairs apartment through the shared heating duct vents. It's a 2 unit building so it has to be them, definitely not us. Reminds me of formaldehyde from high school chemistry or bio lab. Acrid, slightly sweet but not in a good way, organic, very penetrating, a little bit like an electric fire or burning metal. Lasts about 30-45 minutes.
We complained to the landlord and he said that he spoke to them and they said that it's nail polish or remover (we're not on speaking terms with them for unrelated reasons and prefer to go through the landlord). I don't buy it. Doesn't smell like any polish or remover I know. Anyway, is such a smell indicative of illegal activity, such as making or using drugs of any kind, or could it actually be some off brand of polish or remover? I can't imagine how they can stand the smell.
