Steps for Google GSuite users.
This offer only works with the lastest beta version of GPay. However, the latest version of Gpay does not work with GSuite users. You can create a new personal gmail account or use one you already have.
When you get the prompt that this version does not support GSuite, choose the option to switch accounts and enter your non GSuite gmail. Once installed, add a qualifying credit or debit card to Gpay then activate the Target $21 offer and make sure it's attached to the card.
The new Gpay app will have a seperate icon so make sure you are going to the right Gpay app.
Follow the link to Target or just go to Target.com and buy something $50 or more and checkout using the attached credit or debit card. I bought 2x Home Depot cards at $25 each. Once checkout was completed, I got the reward confirmation immediately on the app.

every one else seems to have had success with gift cards so I think my issue may be something else.

Google Pay was recently refreshed. There is currently a $21 referral bonus worth doing as well. Looks like Google Pay is going to have some good promotions to drive adoption. Seems like online gift card purchases work as well. To do the deal you need to link your card in GPay, activate the offer, and then click the button 'use online'.

edit: click on recent activity, click target transaction, then click target bar at bottom
1. activate this offer in gpay
2. press use online and it will open a built-in browser session in target website
3. made the purchase with the selected credit card
4. receive notification in like a few minutes
5. the reward is pending up to 30 days

It's a prepaid phone refill card. They're currently on sale in Target.
