Deal Instructions- Download Google Pay App (Android or iOS)
- Add Qualifying Payment Card to your Google Pay Account
- Follow On-screen Prompts and accept terms & conditions
- Swipe to "Explore" Tab in the App
- Scroll until you find the Target offer
- Click to Activate the offer
- Click Enroll Card
- You may need to Click Activate again
- Spend $50 or more at Target.com or in-store using the payment card enrolled at Google Pay
- Once the Reward is Earned, it will be deposited to "Your Money" in Google Pay.
- You may redeem the cash back reward 30 days after your qualifying purchase.

Both accounts are WELL established so my only guess to the red flag is that we're both using the same street & IP address. I'm sure there's many red flags that trigger the extra steps.

Then, just use one of the enrolled credit cards to purchase something from Target (>= $50) via any methods (swipe card at store, contact less payment at store if supported, pay it online at Target.com, etc.)
Given that you:
1. Activated promotion
2. Linked an eligible card (my was Double Cash back CITI card)
3. Pay using the card online or in-store (does not matter how you use the card, i.e. card or google pay/apple pay/etc.)
Given above, the promotion should work fairly quick. I saw my transaction from Target almost right away in the app, but did not see the promotional reward. Okay... today is the next day and still nothing. I checked my Target receipt/email and I found that under $50 (like $45) was charged from Target and the other $8 (in cart, that made my total go above $50) was from a 3rd party selling through Target. Not only was shipping separate, it also register the charges separately too. My guess is that because one of the item was "sold by ... (not target)", even though my cart total was over $50, the transaction from Target was less than $50 and therefore not qualifying for the award.
To confirm, I just purchased a $50 gift card for target. Literally closed the app and opened it back up and I see the reward pending. Not even a minute from purchasing gift card on my computer to reopening the app. So, obviously, different vendors seem to affect the promotion. Double check that you're not adding something to cart that's not sold by Target. I didn't know until I looked into it today that one item has under its price, "Sold and shipped by eForCity"...

Edit: I just re-read your statement. I see I missed the question. I think the referral reward is when you pay an individual.
