I'm simply confirming this offer is available to me at Safeway in the San Francisco Bay Area. It may be ideal to check the Just4U app prior to going to the store, as this could be YMMV based on something like seasonal promotions. Screenshot 1 and Screenshot 2.

It works. I posted this after coming home from the store and there was no line at all. Why did some people thumbs down?

I can replicate coupon in app as well. I'm in SF Bay Area like TofuVic though.

How is Safeway chicken? We prefer gas station chicken (Krispy Krunchy) or Popeye's.

I think you will definitely like Popeyes and KK over any Market fried chicken.
At Vons/Safeway/Albertsons you can also choose Bake or Mango Habanero flavor if you don't want fried.
Ralphs around here also has their 8 piece for $4.99 this week.

At Vons today, they also have Bonesless/Skinless chicken breast for 99 cents Lb.
It's funny how white meat is cheaper than dark now.

If this applicable to your area, you need to have a Safeway JustForU account and add the coupon via the browser or app and then have your member card scanned at checkout. Nothing will show in the store as $3.

You'd be surprised, but some fried chicken from random places are really good. YMMV of course. I had some of the best fried chicken at a corner liquor store in New Orleans on Bourbon Street. Foodland has awesome wings in Hawaii and the Publix in FL have good fried chicken in-store too. Publix fried chicken was many years ago, so not sure if it's still good though.

Safeway fried chicken is actually pretty decently tasty and juicer than most other grocery stores. Can confirm Colorado has the $2 off coupon...
