that's because pioneer likes to fool people who are easily fooled.
anything can produce sub 20 Hz wave (heck, i can wave my hand and produce 20 Hz wave). what matters is how loud it can make the sound at what frequency.

reputable companies follow the industry standard, provide -3 db (half) value and/or -6 db (quarter) value.

Wow, free shipping on this too, which is surprising. Usually shipping is about $50+ on this giant sub from CA to the east coast through monoprice. Very questionable reliability though, had 2 of these a couple years ago, both failed within 30 days, gave up and luckily got refunds. If you're willing to roll the dice on getting a good one, it is a true bargain for a decent 12 inch sub.

Check this follow up review regarding issues with the sub and frequency response tests. It definitely hits well below 50hz, but output does drop off below that 50hz mark. The monoprice freq range is very conservative.

I have this sub and it's been working fine last 3 years. The infinity sub deal is better, not sure if it expired.

I had one of these for a few years, before I purchased another for a dual setup that I'm currently using. In my opinion it's a great value for the price, if under $100 w/free shipping. They definitely go lower than 50hz, even under 30hz... But for this price you have to keep your expectations reasonable. These subs absolutely require a break-in period to perform their best. Last thing is that both of mine exhibit the 60hz hum... I knew there was a high likelihood of this when I bought them, but can't hear it unless the room is silent.

Mine does okay til it hits 30hz, tested this thing when it was new response was at 40 - 225hz

Piece of junk. My smaller cheaper 10" Polk PSW10 was better. Returned it because of the annoying hum and poor sound quality.
