This is always matching current Target promotion but typically Amazon has a lot less inventory or type. However, often Amazon items have associated coupons that make them a better deal if they have what you need.
Note of caution about Target. The price displayed on the web page varies depends on what you have selected as pickup store often substantially. This applies even if you have it shipped or pick up at another store. The price in the cart is what you had selected as pick up store when it is added.
I have figured out how to foil the Target scumminess. One time, try a number of stores (doesn't even need to be in your area) where it displays the lowest price. Keep that store selected. Later, when you want to purchase, add items to cart. Then in the cart change delivery method to what you like including any pickup store and the price will be that lowest price. The prices can vary often up to 30% more than the lowest.
This only apllies to "household items" at Target where the prices vary depending on the store you have picked,
Are you asking why do human beings have differing opinions, tastes, preferences, quality criteria, etc? Why would you ask such a egregiously idiotic question? I buy organic Annie's over Kraft crap, and Folgers tastes like shit. Then again, so does Starbucks. I buy neither.

Seriously, why do so many people like Annie's Mac n cheese when they can just buy Kraft or why buy Starbucks coffee when they can grab Folgers?

This is like selling dominos pizza on papa jones ad 😜 (JK)
Not that difficult in any zip code. Just check a few stores around. You just want to avoid having picked the one they choose to up the price and you had it picked because it is closest to you.
If you want to calibrate, see the lowest and highest I found for the Downy Fabric Softener in this deal (pictures attached). If you have a store in or near your zip code that has $9.99 for it rather than $11.19 then you will find the lowest available price in that store for all items. Stick to it. Sometimes the prices can be as much as 30% difference between lowest and highest.
