Why would I get this over a home depot bucket for $3? Because it says oxo?
You mean the big orange, 5-gallon bucket? I'm no Martha Stewart, but I don't want that hanging out on my kitchen counter all the time. If you can keep in the garage or back patio when not in use, it might be a good solution. But the Oxo is probably a better option for condos and apartments.
Why anyone need this? You do not want to compost inside home. You can put the compost stuff in a temporary container and send to your compost bin outside.

I transfer my kitchen container to HD buckets and when those full, transfer to compost pile in yard.
Is this just a plastic trash can with lid? For people with Daiso (Japanese Dollar Tree) nearby, there could be similar ones.
I guess it'll all depend on what kind of quality you want. Daiso may get the form right but you know that thin plastic won't last a long time. Perhaps for $5 more, you can secure longevity.

I put scraps into it as I'm chopping vegetables. Usually transport scraps to the compost bin the same day or next morning, but if it's cold they might wait a day or two.
The inside is rounded and easy to clean. The lid detaches so it can be left behind rather than flopping around when dumping the contents.
Even though I didn't pay for it, I think it was worth $20 so $12 is a definite buy.
