Because every time you walk into a petco it looks like it's about to go out of business. The inside hasn't been renovated since the early 2000s and it's stock of stuff is inconsistent.

They do. They have a gift card section below the credit card section. You can add a gift card but they do require a credit card for backup.

There are a couple of offers for Petsmart; Chase cc offer and as others have mentioned Kroger - which begins Jan 28-31 on a wide variety of gift cards however you can only purchase them Thursday-Sunday.
