Sorry you had that issue. I don't know why a manager would decline it. No problem at my Lowes. My spouse was right behind me doing the same transaction.

The cashier at lowes did call her manager if I can buy 500 gift cards, luckily it worked fine.

I used to shop at lowes and couldn't return anything unused even with a receipt. I do 98% of my home and hardware shopping at Home Depot now 🤷 ♂️
